Preferences window

Radio button selector "Default Report Currency" shows _both_ "Locale" and "Choose" as enabled. 

Changing "Choose" field has no effect.

Thanks, Bob. I should note that this bug shows-up in two places:
1. Preferences --> Reports
2. Preferences --> Accounts
