Hello,

I Just upgraded to GNUCash 3.6-1 from 3.5-1. 
In 3.5-1 all system/menu items are in French as expected, with 3.6-1 everything is in English.
Reverting back to 3.5-1 I get interface back in French.

MacOs 10.14.5 (18F132)
MacBook Pro (Retina, 13-inch, Late 2012)

I've got the same issue but with Italian translation. If I start the app from Terminal, I've got the following warning message:
(process:6569): gnc.gui-WARNING **: 15:31:44.760: [mac_set_languages()] Language list: it:it_IT
The locale defined in the environment isn't supported. Falling back to the 'C' (US English) locale

Fixed in git for GnuCash 3.7.

Unfortunately the error is after the environment file is read so there's no work-around.
