Grab the scrollbar slider with your mouse.  Move it left, no problem.  Move it right, out of the window, and the scrollbar stops immediately.  This makes scrolling much more difficult and is inconsistent with all other Windows programs.

This is fixed in v3.4.  You may remove this bug from the Known Issues list.
