I have a liability that I budget a decrease of.

In the budget report, the budgeted decrease is shown in black.  The actual decrease is shown in red. 

The budgeted amount should be shown in red if it is negative.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.
