When the Scheduled Transactions "Since Last Run..." routine is run, the user is presented with a dialog of the scheduled transactions. The user must select the option to Review created transactions every time (if that is their wish). 

It seems to me that this should be a configurable preference.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.

I have added a preference for this and will be in the next version 4.6
