The current Edit->Tax Options dialog lets you set the tax-related flag and assign ONE tax code to multiple accounts at a time. It would be a good improvement, to be able to select multiple accounts and assign them to multiple TXF categories, some perhaps shared, others not, with one dialog interaction.
A first step could be the apply button suggested in Bug 518833. In the next step a multiple choice selection for the acccounts. A third suggestion: the account tree should be expanded for the account selected before opening the dialog.

I have added an Apply button, enabled multi selection of accounts and the selection of the account if the Tax Options dialog is opened from the Chart of Accounts which will be in version 4.2. I do not use this but all looks to be working when tested. The Multi selection of TXF categories has not been looked at and I do not know if that would be desirable.

Thx for the 1-TC on n-AC solution - I actually had planned to write a Bug/RFImprovement when I saw comment #3. Let me add my 5 cent: assigning multiple tax codes to multiple accounts (n-TC on n-AC) in one dialog interaction (which is what I understand Alex suggested) will most likely create more confusion than ease of handling. I for one do NOT advocate it. And, BTW, the inverse, a 1-AC on n-TC, is not really useful under our local tax laws. Cheers from taxland (Germany). Joachim PS: Bug ought to be closed, I guess...
I think I will close this as most of the requirements have been met. If it is still desirable to do many to many then open a new RFE bug.
